This position is responsible for overseeing the development, assessment and implementation of HES policies and programs; insuring compliance with regulatory requirements; providing HES training, guidance and support to personnel; and maintaining safe, compliant and environmentally responsible shale development and drilling operations in the Appalachian Basin. The HES Director will be based in the Pittsburgh office and will report to the President and COO.
Primary Responsibilities
- Conduct oneself in accordance with PennEnergy’s Core Values of Honesty, Integrity, Health/Safety & Environmental Stewardship.
- Oversee assessment, development and implementation of HES policies and programs to instill a safe and environmentally conscientious work environment, prevent incidents, and maintain high HES performance standards for all employees and contractors.
- Manage and insure all HES policies and programs meet or exceed compliance requirements at Federal, State and Local levels.
- Direct preparation of Emergency Response Plans and training of employees, contractors, local response authorities and agencies.
- Provide HES and Industrial Hygiene training, technical support and guidance to management, company operations personnel and contractors.
- Monitor & evaluate contractor HES programs & performance to insure they meet or exceed PennEnergy's expectations.
- Assist Construction, Drilling & Completions, Production and other departments/groups with HES permitting and regulatory issues.
- Perform incident investigations for field operations activities; report, resolve and implement training as necessary to reduce risk.
- Hire, contract, train and supervise HES technicians and professionals to support field operations as necessary.
- With management, track and monitor HES statistics and other relevant reports for company and contractor HES performance.
- Serve as HES liaison to regulatory agencies and industry workgroups for PennEnergy.
Knowledge/Skills
- Knowledge of drilling, completions operations, equipment, safe work practices, laws and regulations.
- Experience applying HES procedures, incident investigation, analysis, data collection & reporting.
- Strong knowledge of health, environmental and safety regulatory requirements within the oil & gas industry.
- Proficient in Office Suite and relevant data tracking/reporting software.
- Strong analytical, assessment, presentation and communication skills. Detail-oriented, organized, goal driven, motivated and flexible.
- Able to work independently and as a team player; capable of building strong relationships via exceptional interpersonal skills. Able to maintain strict confidentiality. Able to resolve issues.
Experience/Education Requirements
- Minimum of 10 years of HES experience with drilling and completions preferred
- Minimum of 3 years management experience preferred
- Minimum of 5 years industry operational experience in Pennsylvania preferred
- Bachelor's degree in HES, Engineering, Industrial Hygiene or related field preferred. Demonstrated related experience may be substituted for preferred education.
- Professional HES certifications (e.g., ASP, CSP, CIH, PE, etc.) preferred
Physical Demands
- Travel at least 50% to work sites beyond the corporate office representing PennEnergy Resources, LLC.
- Perform light work - exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- See, hear, talk and perform tasks requiring manual dexterity; climbing, kneeling, standing, walking, crouching, stooping, reaching, pulling, pushing and other similar tasks requiring physical activity.
- Operate a computer, copier, fax, telephone and other office-based equipment.
- Must provide and be licensed to operate a motor vehicle.
- The position may be exposed to outdoor weather conditions, including wet, humid, cold and heat. The position may be exposed to noise, vibrations, gasses, fumes, mists, dust and odors.
