Regulatory Specialist

Please note that this role will be based in Houston, Texas to start and will eventually be based in Ohio.

This position will provide regulatory and permitting support for Hess' development projects and producing assets in Ohio.  In collaboration with the Drilling & Completions, Development, Production, Land, and EHS teams to ensure all operations are in compliance with all applicable local, state, and federal oil and gas regulations. The position has the primary responsibility for all permitting, regulatory agency filings and state reporting.  The position requires an understanding of and experience with the oil and gas regulations published by the Ohio Department of Natural Resources.

 

ROLES and RESPONSIBILITIES

  • Obtain, prepare, and submit necessary permit material related to well drilling, well completion, operation, plugging and abandonment for compliance with the state of Ohio Department of Natural Resources (DNR), the  Division of Mineral Resources Management (DMRM) and other regulatory agencies as required
  • Obtain, prepare, and submit necessary permit material related to facility and pipeline construction, operation, site abandonment and reclamation  processes for compliance with the Ohio DNR and DMRM and other regulatory agencies
  • Prepare and submit required reports for Ohio DNR, DMRM, and other regulatory agencies as well as internal reports as necessary
  • Prepare and maintain technical files as necessary to obtain and sustain approval from various regulatory agencies
  • Coordinate efforts and information associated with the preparation of regulatory documents or submissions with other departments and outside consultants.
  • Liaise with regulatory agencies to facilitate permitting and regulatory matters
  • Provide technical review of data or reports that will be incorporated into regulatory, submissions to assure compliance, accuracy and clarity of presentation.
  • Collaborate with internal functions and external agencies to resolve compliance and permitting issues and questions.  Advise internal departments on steps to ensure compliance.
  • Prepare or direct the preparation of additional information or responses to inquiries and questions as requested by Ohio regulatory agencies.
  • Maintain adequate internal controls, and provide advice to business unit stakeholders on regulatory compliance matters
  • Stay abreast of changes or pending changes in legislation, regulations, industry guidelines and corporate requirements
  • Write and / or review documentation of procedures and policies to comply with regulations
  • Provide regulatory representation on project teams; advise on regulatory strategies and development plan requirements

 

 

SKILLS AND EXPERIENCE

  • 5+ years of experience with regulatory permitting and compliance with the oil & gas industry
  • Working knowledge of Ohio DNR regulatory requirements and processes
  • Collaborate with numerous stakeholders, entities and teams; and must be able to work across functional boundaries
  • Strong written and verbal communication skills.  Must be able to effectively communicate with management, technical and operations staff.
  • Function effectively in dynamic regulatory environments, maintaining optimum regulatory performance and compliance
  • Self-motivated to learn and apply new technologies
  • Ability to mentor and coach others
  • Ability to work effectively with minimal supervision in a diverse, multidiscipline team environment.
  • Proactive analytical skills with attention to details and process improvements.

 

EDUCATION/TRAINING

  • Bachelor's degree or equivalent preferred;  HS diploma required

 

SOFTWARE REQUIREMENTS

  • Microsoft Word, PowerPoint, and EXCEL

SAP experience helpful
